New feature: Sites permission to allow user to edit sites

What was the issue? 

There was no permission to allow the editing of sites. Because of that, every admin user with permission to edit documents also had an option to edit sites.

How did you solve it? 

The new permission is added to Pimcore admin users that allow editing sites. By default, a user can’t edit the site without that permission.

Why is this fix important?

It is important because now admins can limit which users can edit sites.

Do you have any plans for future contributions to Pimcore? What's your current focus?

My current focus is to try and learn as much as I can about everything Pimcore has to offer and while doing so try and help fix some bugs when I can.
